What I'd like to know is...if you're using characters loosely based off people (with some but not all of their personality traits, and not using the same name either), would I still need to ask permission to do that?
I'd think no, since I'm using a fictional character paralleled off a real one, and not directly placing the person in. But I'd like to hear your take.
