WC Rules/Guidelines said:
11. Don’t quote the post with the installment.
Quoting the entire passage of a person’s chapter is strictly prohibited. It's annoying for writers to re-read through an entire chapter just to track down a few decent points that a reviewer is trying to make. Some leeway will be given to those who intend to make many points by doing this during their review; otherwise, reviews are expected to be broken up into multiple quotes. Furthermore, quoting the entire chapter only to say things such as "Good Job!" or "I liked it!" won't be tolerated and may result in the removal of said post.

Does this sound reasonable? I've had no problem giving people some leeway, but I have to try and stand firm on most things.

Meh, I'm a little to straight to the book some days. Anyways, expect minor changes to that rule soon. I've been trying to weed out what had to be covered in the rules and what didn't for a while now, and it still seems like I can never get it right...

It's fine. Actually, I've given serious thought to revising the one rule that says not to quote whole chapters so that people who give actual critiques while doing that are exempt from it.
