when i begin the duel and have for example charmander SW out, i can´t evolve it. but is itpossible to use a rare candy to evolve it into charizard SW in T1?

hey everyone^^ ive got a question for magmortar lv. X... can I burn my oppenents benched pokemans or just the active one? and when the active poke is burned and tries to retread the burning stat is cleared right? do u have to flip a coin for retrating burned pokes? thanks a lot
