    Hang on, translation doesnt seem right. I'm not seeing any kanji that says it needs to be on the active to apply the recoil. If I'm wrong, very well. If not, I think it makes it a step better because you can't just bench snipe it willy nilly.

    The underlying consensus is that Paradox Pokemon are speculative biology made into reality by extradimensional means.
