Volcarona is definately not hindered in the rain. It actually has great potential. You obviously haven't toy'd with Hurricane Volcarona. And nobody uses Charcoal lol.

Usually when I tutor I teach about team building (based on certain play styles), the tier itself (major threats within each tier and how to specifically deal with them), and another important part which is being able to predict your opponents moves. But yeah I'd be willing to teach OU.

The EV spread on your Floatzel is pretty bad. You need 252 speed EV's to outspeed the common metagame threats (or at the very least enough speed to Outspeed max speed Starmie). 0 Speed EV's is a pretty ridiculous idea.
