As I've already mentioned before, it's highly unlikely that a safe claim is a Star Witness. Not impossible, but unlikely, as it's close to broken. With the Star Witnesses being so important, they are a pretty powerful safe claim for scum, and just serving this to them in a golden plate is bad...

Scum's win condition isn't to outnumber the town; they simply need to kill all Star Witnesses. In other words, it doesn't matter if there's one scum and fifteen town left, as long as all Witnesses are dead it's gg. Which is why that claim is so bad.
