Absolutely not, we already know the number of cards in S&V base set, and it adds up with the Scarlet/Violet sets alongside the Starter Decks. There are a few unknowns, for example which of the 14 ex cards will be cut down to 12, but there definitely won't be Triplet Beat cards in S&V base

Charcadet would have been between Skeledirge ex (20) and the Water Paldean Tauros (21), so no room for Charcadet (and by extension Ceruledge)

If they are cut, do you think that would include the Riolu, Mareep, and Flaaffy? Because that's an additional 3 cards we need to add in

Based on the placement of Rock Chestplate, it appears to me like the Full Art cards appears as SR cards like in Japanese, since 6 FA cards seem a bit low for both ex cards and Supporters

To be fair, Raihan and Gardenia are also SAR cards, whereas these are "just regular" SR cards. Not that regular SR cards couldn't look as good, but those cards are specifically focused on the art
