Yes normaly normal basics suck I hope pokemon will curve the current format from heavy ex's deck even though i'm playing rayquaza/shaymin right now I think it would be better for the game.

I don't feel like Giovanni's plan will be 3-4 with the current meta but once its past xy without muscle band to get more damage you will have to play strong energy for fighting or giovanni's plan after xy base set gets rotated I have a feeling fighting types will be the most use for high hitting...

You do know that silent lab only works with basic pokemon so any evo stage pokemon like flareon jolton and Trevenant's ablity are still working and they don't have to be active (expect Trevenat) for the ablity to work which means you can still switch in to Trevenant. Also with this type of deck...

I've been thinking would accelgor eeveelution be a good deck hitting fo 100 and being able to both Paralyzed and make your opponent Poisoned seems like a good idea i've yet to test it out but seems like a good combo.

I don't think that they would make that much of a change to the rotation they might chop a few set next year but not that many.

Honestly it hurts it that its a support pokemon I don't think the BREAK card itself will be played there are so many better heal supporter pokemon that take up less space than that many spots.
