Nope, if Rayquaza is in the next set, you play him. He is good for a turn 1 ko on Tynamo, Swablu, Gible, and Deino (Dragon type). Plus people forget that if you have out a pair of Alrarias, he can ko Garchomp and Hydreigon. He is searchable via Gabite so getting into play quickly and attacking...

I imagine the drawback to the new tool cards are going to be an extra prize card on the ko, netting you 3 prizes when you can ko it. That seems about right, especially since the new Garchomp and other Dragons can ko it with some help.
