Yeah I suppose a DCE could work with your Raikou EX heavy build. I wouldn't go below 12 energies though. I also personally use 4 N, 2 Bianca, rather than your 3 N, 3 Bianca setup. I really like the shuffle draw in the new format.

I would probably pull 1 Raikou EX and maybe 1 Switch or 1 Ultraball so you could squeeze 2 Thundurus in there.

I don't think Terrakion will be as big since there will be so many more high tier options that aren't as susceptible to him. Garchomp/Altaria and Hydreigon will be very heavily played and Terrakion feels like it was more of a meta counter to me. It is definitely a good card, but alot of decks...

I think Zekeels will see alot more people using Zekrom EX since it will OHKO alot of key pokemon. Hydreigon, Garchop, and Rayquaza to name a few.
