The way I would play it is, Palkia... ONTO ITSELF!!! It saves decks space, makes Palkia have two uses, and the new Splash Energy actually has a use! It's second attack is 120 and a 30 snipe a.k.a. Super Megalo Cannon. Regice, Articuno, and Lugia are also good options.

I think besides Greninja and Miltank, Tri Bullet Kingdra could be useful if you can set up another stage 2. You get a ton of snipes every turn for low energy.

I think the most successful decks during Cities were Vespiquen, Yveltal, and Toad with either Bats or Giratina.

It really depends on the meta. If there's a lot of Vespiquen, decks that beat Vespiquen will do well. If there's a lot of Toad, decks that beat it will do well etc. Also, for I think Florida and Oregon BreakPoint will be legal, so there could be some new decks and buffs to decks like Night March.

I haven't tested anything with the new cards yet, but it probably is pretty hard to get two successful Max Elixers on turn one.
