Depends on what you consider banned. Yu-Gi-Oh limits in formats more than bans. There are formats that have forebidden cards, but are limited in other formats. I haven't seen any Yu-Gi-Oh cards that are officially banned in all formats.

How much is a strict budget? Shaymin's and Jolteon's are going to put you around the $120 mark. All together in just Pokemon you're probably looking around $150. And that's not even the FA ones.

I personally only run 1. It's a nice to have, but I wouldn't say it a NEED to have. You have other options for the deck to play besides getting bats out. If all else fails, it can come later in the game.
