I know this idea is not original but I'd like to make a thread for it anyway because I soul like some advice about my decklist

Strategy:

Ok most people know the strategy of this deck use seismitoad's quaking punch to lock your opponents item cards and slowly deal damage Manectric is there if more damage is needed (or Jolteon locks of your opponents basic Pokemon) I like using this list but I don't know if I should change it

Leave any suggestions you have and thanks in advance

P.S I have quite a strict budget for this

How much is a strict budget? Shaymin's and Jolteon's are going to put you around the $120 mark. All together in just Pokemon you're probably looking around $150. And that's not even the FA ones.
 
I got a Shaymin already and someone will lend me another I got most of the cards already, don't have any Jolteon but I can get Manectric so I was wondering which should use? Also i really don't care about FA cards
 
If you are a competitive player and potentially intend to use this deck at tournaments, I think you need to take under consideration some important things:
  • Is your deck very consistent? Will only 8 energy be sufficient, especially if you have to retreat?
  • Will this deck perform well (e.g., inflict enough damage) within the time constraints of a tournament?
  • If Item-locking is popular in your area, will your deck still perform well IF your opponent Item-locks you T1 or T2?
  • With no Water energy, you limit your Toad's output damage to just 50 (with an attached Muscle Band) which is quite meager. Even if you manage to flip lots of heads with your Crushing Hammers, that may not be adequate to sustain you for an entire game.
  • Why no Rough Seas for healing, as well as, a counter Stadium?

Manectric EX, IMO.
 
Ok consistency for this deck is fine, damage is a bit of a problem which is why I prefer expanded which has things like prism energy and the laser virbank combo this is why I usually end up using Manectric to deal damage which I've got to stop doing. I don't know about the meta in my area I haven't been to many (1) tournemants. I don't use rough seas atm because if I run into people using water or lightning it seriously ruins my damage output but I could add it in. I was think putting in a 1-1 or a 2-2 line of stand in Zoroark which would sort out retreating and it can attack for a DCE for quite good damage most of the time
 
I suggest getting some sort of hand disruption such as red card/ delinquent/ judge. If you're planning to break the item lock with Manectric then you may want to assure that your opponent can't set up for a revenge kill. To be honest, the best partner for Seismitoad in standard right now would be Giratina, it still gives you some form of lock and decent damage output. Disabling special energies is especially good against night march. Just like Manectric it also takes 2 turns to set up.
