I think it's because people were expecting a "badass" Dragon set featuring Rayquaza and they got the goofy ahh long neck 4-headed tree instead.

I like Tinkaton but honestly hope TPCI doesn't turn it into the next "shillmon" to the point people get sick of it. If it gets into Smash 6 over other Pokémon then that'll be the straw that breaks the camel's back for me.
