Shedinja is no basic Pokémon. :-P SSU is something to get space on the bench and helping with getting Ninjask/Shedinja also I can prevent catchers, if I know the opponent is playing Sabley! Super Rod is 3 important, but more than 3? Not sure... Not sure if Accelgor is the best beater possible...

Why not 4 eels? You want one as fast as possible. Maybe add 2-3 non lightning energies for Raikou EX to use, this way your not stuck to DCE. Would might consider dropping a Bianca, and go for a 3rd SSU.

No offense, but you should really start to look at other decklists and then look what is "playble" and what isn't... You want you Pokémon to live as long as they can, Eviolite helps with this. You need something else, which can hit your opponent and can survive a hit for 80-120. In my oppinion...

Moin. Would really drop Entei EX, it might hit hard, but still, you can get quiet into trouble, since it's an EX Pokémon too. And your main hitter should be Reshiram. So, take out Entei EX and add a SSU or maybe a random Tool Scrapper... SSU is like a Max Potion but without the nast side...
