It certainly makes the deck weaker, that's for sure, but not all the t2 decks have t1 pokemon that tutor for their evolutions. Of course, part of what made banette so powerful is that it could tutor, so... Ya, it's dead. Not because it's bad, but because now there are better options.

Never forget that the game's major purpose is to make money. More sets = more money, from both collectors and tourney players. The trick is finding a balance that doesn't turn away collectors, while giving tourny players enough cards to keep happy, as those are the people who draw new players to...

Quick question: Why are we trying to rate a non-existant card? That said, the odds are certainly not in Arc's favor. Few cards are good. This is true of any card game. There's honestly only 2-3 really good cards in the average set. Are we sure Arc's even in the next movie?

Ya, but most of those cards have their evolutions in previous DP sets, so it's like of giving you more options, while having an incomplete evolutionary line is just plain annoying. >:( But look on the bright side! When they print the complete staraptor line, you'll have more options!

Water seems to have a history of bench-killing. I think your best bet might be to play to emp's weaknesses and add a touch of thunder. But I'm a noob, so don't listen to me. I just wanted to help. :)
