    Ruling budget decks

    as you all see, some people just don't have enough money to buy many cards like others.. or some people can't have good access too good cards (maybe because pokemon tcg aren't as popular there)... so i'm asking if anybody have some tips on making budget decks.. maybe the ones based on themed...

    Ruling reprinted cards...

    i don't understand about the re-printed cards rule.. can we use old cards that has been reprinted?? or do we have to get them from the new sets?? ex: team rocket's hideout (TR) reprinted in ex-TRR
