Serperior, BRD field nuke doesn't go off; it has no cost. It activates and resolves on the field. Fiendish Chain, Effect Veiler, Skill Drain, and the like will negate it. Your opponent is an idiot.

Pokemon and Nintendo are completely separate entities. They each do their own separate thing. Granted, they are related in that Pokemon is under the umbrella of Nintendo, but they make their decisions independently. Four Swords has nothing to do with Pokemon Bank, of that I'm sure.

If you mean the September 2013 rotation, then yes. Dark Explorers is legal and is still legal to play in tournaments today. If you mean the September 2014 rotation, who knows? It hasn't even been announced yet.
