Ok I know this question has already been asked before, but can you use cards from the newly released Nobel Victorys theme decks (seen below) for Regionals?

I know this sounds weird, but I have been hearing about this "amazing" new deck that has kingdra and yanmega prime and I don't get it one bit. Can someone please enlighten me. Mods if this is the wrong place to post this sorry, and feel free to move.
