Yeah... this isn't gonna help the game at all if scalpers and investors are
still cleaning out stock (and they've become bold enough to clean out Pokémon Center vending machines now).
And as far as dealing with scalpers is concerned I'm seeing
some cracks forming, some of 'em are wearing themselves thin and are either canceling their orders with some retailers (regardless of whether or not said stores actually allow refunds) and more people are posting their videos/photos of their bad behavior online. I personally don't think those actions alone will scare off scalpers and investors from the hobby so long as TPCi continues with its limp-wristed strategy regarding product releases, they should just say screw it and print every Standard legal set
into the ground.
I believe you're thinking of
Generations, that set was released to celebrate Pokémon's 20th Anniversary and featured a fair amount of Pokémon from Gen 1 plus some from other Generations via the set's Radiant Collection subgroup.
That said Generations wasn't free from scalpers either. I vaguely remember that
a large amount of 20th Anniversary merch being scalped and the Mythical Pokémon Collection box featuring Mew was one of the major TCG products scalpers had their sights on (the other being the Charizard EX box).
