Pokémon ex from starter sets/decks aren't necessarily unplayable. I've just found out about a Lightning deck that includes Miraidon ex that came from the ex Starter Deck: https://limitlesstcg.com/decks/list/8436
Some of the Pokémon V from the V Starter Sets were played frequently: Tapu Koko V and Victini V. Keldeo V was used on one Mewtwo & Mew-GX deck.

That deck came 111th place in its tournament, and the Victini V was there to evolve into the VMAX. I'm not saying that they are guaranteed unviable, but time has shown that they are niche at best.
