What do you mean it's useless
It can do big damage with both attacks
This is going to be a good promo in competitive

First attack relies on a coin flip which is virtually suicide in the competitive scene.
Second attack is terrible. 200 isn't a big number at all these days.
It's useless.

Did this site report on the news that Play Pokemon will introduce promo packs again?

They could just take them from the Gym Promo Packs in Japan since most of those don't make it over these days.
