The first thing I thought of when I saw Persian was "A reference to the Giovanni's Charisma SIR!" Looking at the latter card, though, it does seem to be a different room. The window is different, for one thing, and the setting seems to be an older city, even though there's a highway; first, there are ornate railings on the balcony (We didn't see a balcony in the previous illustration, by the way), and second, there seems to be a building like a cathedral with an illuminated clock tower in the distance.
This doesn't preclude the possibility of it being Giovanni's Persian, however. The red accents of the couch definitely seem aligned with Giovanni's taste, and if that man studying the artwork at the Circhester Baths was really Giovanni, I can totally see this being Giovanni's apartment during some tour of Europe.
Speaking of Giovanni lore, I find it interesting that Boss's Orders (Giovanni) shows him directing grunts in what seems to be an old European city. While even the Full Art would suggest that Giovanni has just been keeping a low profile all this time, the normal artwork seems to show that Team Rocket's Boss is still actively commanding subordinates somewhere in the world.
