I'm usually a lurker here, but I had to sign up to settle this XD.
Remember, according to the whole ruling Compendium both Poke-Powers and Poke-Bodies are sub-categories of Pokemon Powers. Therefore, I believe that this refers to it being a Pokemon Power, not Poke-power. On this not, it may be a sign that the Pokemon series in the DPt sets after Galactic might start introducing the term 'Pokemon Power' into card effects again, to include both Poke-Powers and Poke-Bodies.
That's my take on it anyway. As for the prediction.. I could be very wrong

And I'm so glad to finally see the English Raichu/Lv.X card ^_^ I will find a way to make it a very good deck, and a way to beat Dusknoir will appear in the form of a tech too I'm sure. I've pretty much got my deck list already sorted!

Ertai, no, it says "blah blah... from your deck and evolve it." So it counting as evolving goes witout saying. It's already saying that you are evolving it. Now... if you already evolved something that turn, then use Torterras power, you could still do that. But you cannot use the power, then evolve normally.

I'm interested to see what other Raichu decks appear! I get the impression I'll be the only one running it at my local and so adapting mine for the meta-state there, so I can't wait to see what others do internationally.

I'm also glad to see the Char line included.. Back to the old days of trying your hardest to get that elusive Charizard card from that guy in that house down the road, around the corner.... Haha. I just remember how notorious that card was when I was younger and the base set came out!

Lol, Raichu Lv X's Poke-Body actually changed. In the Japanese one, Raichu Lv X HAD to use VOLTAGE SHOOT again, rather than just any attack.

Er, not only did THESE scans get out early, but someone got scans of the Regigigas/Heatran Tin Promos. Found 'em on Ebay.

Raichu's Poke-Body also refers to itself as a power, this must mean that the cards with Poke-Bodys that refer to themselves as powers may get reprinted/errated into actual Poke-Powers as this would make more sense.

speaking of Raichu LV X it says that when you level up: yadda yadda yadda, and it says that 'this power cant be used if Raichu is affected by a special condition." now how the heck can Raichu (after leveling up be affected by a special condish (abeit heatran lv x, pretty much just that) and since when cant you use a POKE BODY if u have a special condition, i will officially say that this has to be a misprint both in Japan and USA. it really should be a pokebody...

Yay, Charmander evo line. Boo the fact they're probably going to be expensive to try and get At least they aren't reverse holo, I think I would have given up on the english sets at that stage if they were. No gloss coat, but I'll take cosmo over reverse

First off, let me start by saying that "PokePowers" and "PokeBodies" are two seperate things. In the early days of the Pokemon TCG we had "Pokemon Powers" which were refered to as "Powers". PokePowers and PokeBodies are two copletely seperate things. I am very certain that this is correct.
Raichu Lv.X is a unique card in that it has a PokeBody that can't be used if it is effected by a Special Condition when it has a PokeBody that activates upon Level Up. There are two ways that Raichu Lv.X could retain a Special Condition upon Level Up; Heatran Lv.X and Toxicroak MT, each respective card making you retain the Special condition Burn or Poison. This helps even out Raichu Lv.X a little bit more.
I don't really care about the Charizard line being reprinted. Sure, having a rare card that people will trade their mother's soul for (just kidding) is nice, if you randomly pull one out of a pack, but I'm not going to spen $150 bucks on Charmander. The only reason I am happy for the Charizard line to be reprinted is it means we can get the Electabuzz Reprint next set =].
It is bad news that Premier Ball is being reprinted. This means that PUSA wants it to remain in the game, but wants to rotate the expansion it is in; Great Encounters. I really hope we will get to keep Great Encounters, almost all the decks of the Metagame use cards from that set, whether it be Claydol, Sceptile, Togekiss, LunaRock, Swampert (RegiSwamp), Pachirisu, Felecty's Drawing (will probably be reprinted in POP 9 or 10), Moonlight Stadium, or even other random rouge cards like Exploud, Blaziken, or Altaria. I opt for an entire Great Encounters set list reprint. Probably not going to happen though.
If they are going to keep reprinting Switch and Potion, do you think we could at least get some different art work? The most current Potion art work we've had since EX: Delta Species, which we have had for more than two years. And how did they ever come up with the idea for a Potion to be repelling itself backwards on a lilli pad by spraying it's contents? I hope we get a Reprint with an upclose view of a trainer's hand spraying potion onto wounds (most likely scratches) on a pokemon's arm, perhaps Pikachu, a Kanto starter, or another basic pokemon that you catch early in the video games that has notable arms (ie, not Poliwag). As far as Switch goes, when I think of "switch" I think of a trainer returning a pokemon to it's Pokeball. I'd like artwork where all we see is the trainer's arm sticking out, with the red pokeball "energy" returning a fighting pokemon back to it's PokeBall. Just as long as we don't get Switch and Potion reprinted as Secret Rares. lol.

When the Stormfront rule book is released, there might be some light shed on this. However, if it is a mistake, I'm sure PUSA will release a statement correcting it to mean body.
I stand firm though, that until that time that I may be corrected, it is classed as a 'Power' under the Category of Pokemon Power, and the reason is to stop confusion (worse than what this is...). This is why:
If they put about 'this BODY stops working when Raichu is effected by a special condition'.. Wouldn't that get new players thinking that maybe all Poke-Bodies are affected by special condition?

So, if all of a sudden there was a special condition text for a Body, and labelled so, don't you think that people would start wondering what was going on and if Stormfront-on, bodies are affected by special condition too?

Maybe it is new wording to fit with a new set of rulings then that will classify Poke-Powers and Poke-Bodies under Pokemon Powers together for something coming up in DPt sets? ~Shrugs~
I doubt they'd misprint/make the mistake on 2+ cards though without it being intentional.
