Hmmm... I've been thinking up a possible electric deck with Thundurus EX, Zapdos EX, Skyarrow, and Plasma energy.

Does Japan even have Zapdos FA?

No, but they didn't have Zekrom EX FA or Reshiram EX FA either. They eventually got them though.

Remember that the ad that revealed them showed the Japanese versions, which meant they weren't ever a proper exclusive.

I believe they will make a FA Zapdos and Moltres. But the Black/White Kyurem-EX from the Battle Strength decks will probably be released as promos in tins or boxes, so no FA for those. But you never know, they may always surprise us...
