Have you seen how glitchy the original Red, Blue, and Green versions are?Now because technology is faster they don't take the time to do that. Have you ever heard of the Elite Four surfing glitch that lets you walk through walls? Of course you haven't because PUSA and other branches of Pokemon removed it upon localization. This is just an example of how PUSA patches up the errors for us USA players. Saying they make things worse is an uneducated statement as there are no facts behind it. Perhaps you're noticing a few small details (ex: textures, trainers pause before they battle you, etc) that lead you to believe your statement to be true.
Where exactly are you having these "glitches"? Don't say GTS because the forth gen GTS contains user hacks.
No, games from the early days had more glitches than games today. They had the time but lacked the technology to avoid glitches. A Gameboy cartridge is about 1 MB compared to a DS's of 100+ MB. What's more is that a N64 cartridge is the same size of a DS but nothing like the 2 Gigs (or around that) on PS3 or XBox games today. Basically they had little room in the 90s which lead to glitches. Games like OoT have not as many but they're still there.
