But then again, Pokemon Smash is showing Mewtwo Returns, not the original Mewtwo Strikes Back. THIS makes me think that a possible 15th movie would be a sequel to Mewtwo Returns. For those who have watched the movie, at the end, Mewtwo flees to a faraway city. In the shot where Mewtwo looks over the city, buildings similar to the Empire State Building and the MetLife building can be seen in the background, as in the picture shown below.
As you should know, Unova (which is mentioned as being far away from the other regions) is based off of New York City.
Did Mewtwo go to Unova? if so, that'd make sense for him to get an event, since we're in the BW phase right now.
But why would they release an event for Mewtwo BEFORE the movie?
I honestly want to see my hopes come true...but this pattern just points to the 15th movie NOT featuring Mewtwo.
Then again, only time will tell...hopefully it will be told correctly.
...please tell me you're kidding. They don't need to be in the making. Have you considered the fact that maybe it was brought up or something? Things like this happen all the time in video games, even in the pre-production; seemingly minor things occur/are suggested and are implemented much later or in the game or in sequels. Take Golden Sun, for example. Camelot tried to condense Golden Sun and Golden Sun: The Lost Age into one game cartridge, but it was considered impossible at the time. When they realized it couldn't have been fit into one cartridge, they began to work on The Lost Age. They knew what they wanted for the second half of what was to be Golden Sun, but we didn't know that there was a second half planned for the first cartridge. This detail was revealed later on. Did we know they were working on Golden Sun 2 before the original was released? We didn't, since no announcements were made of it yet, since the original plan was for it all to be on one cartridge.
And really, why show Mewtwo Returns of the two movies that Mewtwo was in (Mastermind of Mirage Pokemon doesn't count)? If they really wanted to showcase Mewtwo like we think they're trying to do, wouldn't they show Mewtwo Strikes Back instead of the clearly inferior movie?
Now, keep in mind I'm NOT saying that I'm right. I'm not saying you're wrong, either. I'm just saying that you shouldn't base your point of view on such a silly thing.

Possibly because Mewtwo is "returning" to the TCG, and is featured as a mascot for a TCG set?

I really like that theory. Even if there's a chance it won't happen, hey, we've seen Mew return for a movie... Why not allow Mewtwo? I'd give more promotion to the guy. He's still widely popular with people knowledged in the ways of the old generations, I think it'd be worth the risk.

There's no doubt the Mewtwo being distributed is for the sole reason of the TCG... but on the note mentioned before, why couldn't he have fled to Unova? The writers can pull things out of nowhere when they feel like it.
Look at Ho-Oh... if my sources are correct, Ho-Oh was supposed to be an original take of Moltres, and what did they do? They made it a future link to the Johto (2nd Gen) games, even if that wasn't the original intent. Even Mewtwo Returns make for a good example, Mewtwo moved himself and his clones to the Johto region at the end of the 1st movie... but at the time, Johto didn't even exist. So if the writers can pull things like that off, why couldn't they suddenly stick Mewtwo in Unova? He ran off to some "far off" city... It would fit the bill quite well, and the sudden showing of [i]Mewtwo Returns[/i] would be a nice refresher to that note. It can't be too forgotten if they're reshowing that special, eh?
...Also, calling that 4th move will be some random Dragon-type move. It's the only Type Mewtwo can't learn, if I'm correct, it sounds like something they'd do (a la Arceus, Darkrai stealing signature moves themselves).
Although I'd love Nasty Plot. That'd be crazy. :D
