The EXs in the theme decks are unlikely because they didn't advertise them to be EX, (and with the amount oftimes they brought up the new Pokemon EX in the article, they probably would've put it there, too) theme decks never have super rare cards as they save those for tins. You pay more money, but get less cards totaled. A tin has about 4 packs (40 cards) and a Promo card (sometimes with a $2 figure for $5 more). The Promo is usualy a super rare card, but as a reprint (another reason why the price is higher than theme decks). If Zekrom EX and Reshiram EX are in theme decks, then the tins will have same cards are in the tins just with different artwork, the tins are released about a month after the theme decks, and you get less cards, (theme decks have more than one of most cards, but packs may have doubles, too. You also have a garenteed list of what you'll get as you might you might get 4 of the same lousy rare in tins) so most people would get the theme decks. That would be less expensive, so less money for the Pokemon company. They would have to rely on the Kyurem EX tin. ThePokemon company loves $$$, so it's unlikely Zekrom EX and Reshiram EX will be in theme decks. I personaly like the Gift Set Zekrom and Reshiram, and don't mind that they are reprints. Plus, I've been waiting for a new holo Zekrom in a so I can try to get it in the new reverse holo form (unfortunatly introduce the set right after Zekrom).
EDIT: Zekrom and Reshiram probably won't have Full Art versions (unless we get a surprise English exclusive), so that will be the way we get the Gift Set Zekrom and Reshiram plus a 2nd Zekrom and Reshiram for the set (the other EX Pokemon will also have Full Arts).
