To clear up confusion:
Hail Blizzard and Psycho Drive are part of the BW series. All of the product listings give it as such, so this is not a new era block. However, they are changing the mechanics involved. It's not known yet if the FA card series will be continuing since they're the SR block of the rarity chain, which is presumably what EX cards will take. That leaves UR as a free for all to either continue the FA cards or the bonus cards like in BW1 and BW2.

That's incorrect, though. All of the sell sheets specifically state that there are 52 cards per set, and that 48 are Pokemon. They only mention + Secrets in the same sense of the Red Collection sellsheets. Basically: there are secrets but we don't know how many. Saying there'll be four SRs in a 52 card set would mean that we'd have no trainers 
Well technically speaking it hasn't been confirmed, but we will eventually (most likely around the time the Victini movies come to us).
