I got the idea for this from a thread made by Captoats. (You can visit the thread here)
Anyways, if you didn't visit the thread from my link, or haven't visited the thread in general, he gave three ideas for grass tanks.
Instead of doing lightning tanks (which I don't think is possible, seeing as lightning types are not known for being tanks) I decided to do three rogue lightning decks. The main reason I put this thread up is the same reason as Captoats. I want to run a lightning deck, but don't know which to run.

Anyway, first deck.

*sidenote: sorry if I copied you too much Captotats. If you want me to delete this thread, then feel free to post below stating so.

Strategy: Start with Spiritomb to set up a Luxray on bench. Luxray LA if you know your opponent's deck has a LV.X. If not, Luxray AR is the way to go. E-belt for boosted damage. Porygon-Z G to recover lost E-belts from Luxray AR's Gadget Bolt. Poke Turn to re-use if needed, or just pick up. while Luxray LA does not need DCE to use it's most powerful attack, after you use it, you can use Plasma straight away. Sunyshore City Gym to remove Weakness and no Resistance form attacks.

SECOND IDEA: Lightning Storm (Electivire TR)

Techs: Ampharos PL, Ampharos HS, Ampharos Prime

Ampharos PL for energy accelration as well. Elekid to stall if needed.

Strategy: Start off with a Spiritomb and 2 Pikachu. Set up 2 Raichus as soon as possible. Get one Active Raichu with 3 energy, a Raichu on bench with 3 energy. Raicu LV.X in hand, 1-4 Pachirisu and a few Seeker, SSU. If anyone has heard of the Vampires Rule deck on http://google.com/.com, then this is something like it. Level-Up Active Raichu, Voltage Shoot to snipe, Burst Ball to do heavy damage to Active. Pachirisu to attach the energy needed to discard from Burst Ball. Seeker, SSU to pick up Pachirisus. After attacking a few times, retreat your Active Raichu, pick it up with Seeker, Level-Up your Active Raichu, rinse and repeat. I would have included E'belt, but Raichu is a rather fragile pokemon.

So these are my ideas for some rogue lightning decks. Luxray I have already run, Electivire I had a decklist saved, but for Raichu, I had to come up with it on the spot.

Credit to Pokebeach.com for the scans, but the Pachirisu one in the Third Idea came from Pokegym.com because I couldn't find one on Pokebeach.com. If you bothered to look at them.

What is the point of the Electivire FB lvX line in idea 2? The pokepower seems nice but it isn't worth ending your turn imo.
 
In idea 1 you definately want unown q in there.

He can retreat spiritomb but more importantly he is a searchable tool for Luxray.

Thank you for idea 2. My son has been wanting to play electivire forever. I am thinking pachirisu in it as well with energy switch or lucians to get electivire going faster.
 
I have nearly all the cards to make idea number 1 I just need to get my hands on 1 more spiritomb and 1 Luxray LA

Will definitly test it out :) Love luxray but am not prepared to pay the crazy prices for the SP version
 
I really like your Raichu deck, and in your Luxray deck, I think you need to add a few Junk Arms. Just for that time you don't have Porygon-Z G and need EB for a OHKO.

On a side note, thanks for taking the time to post three fabulous rogue deck while going by the rules. :)

Glad to hear that this helped. I don't think that I will place Unown Q in for a few reasons:
1. Unown Q is a really bad starter
2. To make this useful, you will need to burn a resource to get Unown Q.
3. Department Store Girl lets you search for 3 Pokemon Tools
4. Unown Q is a bout to be reotated definitely. In truth, Luxray LA will too, but I already had Luxray so I wasn't wasting any money or anything. Besides, I don't have an Unown Q

While it is a good idea, I don't think I will use it. Besides, I was thinking of leaving Spiritomb up there to be Koed to use the Twins engine.
 
Unfortunately, against LuxChomp or any smart player, they are not going to KO your Spiritomb, but kill around it. Also, Unown Q is easier to retrieve from the discard pile, and...Proxy dude.
 
I used this Luxray at three CC. It was pretty different from yours, but the idea was the same.

Here is what I found.

1. Tomb is a must to get set up.
2. BTS more important than Sunyshore. I didn't run into any Machamp or Donphan. Even then my weakness was only plus 30. BTS just helped get set up so much faster.
3. Didn't need department store girl, but Junk Arm was a huge help.
4. Needed to add pokemon reversal. In three different games (Vs. Steelix, Luxchomp and Gyarados) I really needed to find another way to get a cheap knockout. By my third cities I had to add reversals which helped tremendously.

I still didnt do that good 3-2, 3-3, 2-3 (Dropped had to leave) but I am a bad player lol. I think this deck can work with the right person running it. Especially more then your other two.

Also your probably going to need lucario GL if you are playing it this rotation for your gyarados matchup.
 
Get out a Dialga G LV. X to counter the Trainer lock, or don't, and just snipe with Garchomp LV. X. Otherwise use Bright Look to bring up a non-Spiritomb, which allows the use of trainers, albeit possibly temporarily, and Possibly another cheap prize.
