You do have a point. They can air the movie anytime they want. They don't have to air the movie at all if that's what they choose to do. But, that would be really strange. It would not seem right. As for dubbing a movie, it's just like dubbing a regular anime episode. It's just 3 times longer than a regular episode. Just with new characters which will need voice actors but there are new character in just about every regular anime episode. It only takes a few months to dub an episode. Just think about last year, They shocked all of us when it was annouced that Arceus and the Jewel of Life would air at the end of last year. The Arceus movie was released in theaters on July 18, 2009 in Japan, and aired in Australia on November 6, 2009, then aired in the US on November 20, 2009. They already had the movie dubbed and ready to air in less than 4 months. Sheena, Tapp, and the other people who stared in the movie need voice actors even Arceus itself. If they were able to dub Arceus and the Jewel of Life in less than 4 months(because it aired in Australia on November 6, 2009 which was less than 4 months, which means they were done dubbing at the end of October) then they should be able to dub the Zoroark movie in the same amount of time. Plus Celebi's significance in Triumphant, a Pokemon that stars in the Zoroark movie. Even though it is not mainly focused on, it is still in the movie.
