AFAIK, they are a North-American promotion, meaning USA, Canada, and Mexico.

According to another site, They have been confirmed to be coming to Australia. But Australia is only getting 5 of the 8 toys.

We bought all 8 toys at once, but didn't check the cards and so got a bunch of duplicates. I put the Klink into my deck, replacing a regular one.

Regarding the Emerging Powers release. It doesn't look like they're getting Yamask/Cofagious, does it? Disappointing, since I wanted to get them. Oh well. Maybe next one.
