I was wanting to get into competitive battling and that brought up a few questions.

1. Is there a way to EV train a lvl 100? I've seen lots of yes and no for this one.

2. Is it worth EV training a pokemon with the wrong nature?

3. Are IV's really that important or should I not worry about them?

1. Well, kind of. I think the only way to give a level 100 EVs is to use minerals such as HP Up, Carbos, Protein, etc.

Is it worth EV training a pokemon with the wrong nature?
2. I don't really think so, but thats my opinion. They won't be as good as a Pokemon with the right nature. I mean, if you have time or are bored, then you mines as well. That is what I did with my docile Shiny Garchomp.

Are IV's really that important or should I not worry about them?
Yes, they are very important. They pretty much determine the stats of a Pokemon. As Bulbapedia says, they are like the genes of a Pokemon.
 
Anytime. Also, no, you cannot just tell what a Pokemon's IVs are. However, you can go to the Battle Frontier in HGSS and there will be someone there who will tell you if a Pokemon's IVs are decent, above average, superior, or outstanding. Or you can go use Serebii.net's IV calculator.
 
Sorry, I should have made that clearer. He is in the battle tower in the top right corner. He has glasses on. I am normally happy with relatively superior or outstanding. Here is a link to Bulbapedia's article on IVs if it helps.

Last question, what TM and HM list is the same as Soul Silver? I keep looking at smogons building advice, but most the guides I find are g/s or d/p.
 
HGSS uses the same TM/HM list as all other Generation 4 games...so, the D/P list. There are 92 TMs and 8 HMs for a total of 100 move-teaching machines.

The guy in the Battle Tower who tells you the IVs will tell you the sum total of a Pokemon's IVs, and also its highest IV. "It can't be better than that" for the latter field equates to an IV of 31 in that stat - which is the best you can aim for. Having a large total IV count, e.g., saying it's "fantastic overall", can also help, e.g. I have a certain Gyarados that, although it doesn't have a 31 in any stat, its IV total is 157 across all its stats, which is actually quite good (considering 31*6=186).
 
Meh, actually, you can't really EV train a level 100, but you must have a Pokemon Emerald Version to get stat decreasing berries, which will help I hear towards Pokemon that are like 98ish?
 
They're in every game from Gen 3 onward. The first game they had their effect was Pokemon Emerald. They've had their effect in all the 4th gen games as well.
 
Also, just a tip. There are very accurate calculators online if you know the Pokemon's stats and they have no EVs on them. The higher the level of the pokemon the higher the accuracy of the calculator. At level 5 you will probably get something like IV: 2-28. Another way to get perfect and Hidden Power IVs is through RNG manipulation which has not been discovered for BW yet.
 
You can also do a Level 100 Wi-Fi Battle with someone (or yourself if you have another DS+Game). You can check the Pokemon's stats, enter them in the Calculator to get perfect/near-perfect readings on the IVs, and then get out of the battle after you're done checking the IVs.

Alright. Well, so far I've caught this dumb mewtwo like 30 times on SS and still no good IV sets.
 
SRing for good IVs takes a lot of patience. It can take very little time, or it can take days. If you have a shiny in your game (caught w/o Poke-Radar), or 5 shinies caught with Poke-Radar, you can actually use RNG manipulation to give yourself good IV sets.
(Smogon has a good article about that; it has to do with RNG and your secret ID.)
 
SR means Soft Reset in this case (pressing L+R+Start+Select on a DS, or A+B+Start+Select on a Game Boy system), to bring up the title screen again, without saving. (A Hard Reset involves actually turning off the power, and turning it on again.)
