Will Karen be legal for AZ regionals? I know most will say it will not be because of the release date. I beg to differ because the black star promo is not an expansion, or is it. Also on the deck list from Pokemon TCG for the 2017 season you can list "Black Star Promos XY36 and higher" which would mean Karen is legal. Some clarification would be great

Cards are legal on the third Friday following release. This includes promos.
Is there an eratta ruling on the "Black Star Promos" I cannot find anything to say other wise. More clarification from Pokemon TCG would be great. The rulings say expansion not "cards"

The "release" rule is applied to every release, be it from an expansion or a promo card. That ruling from the compendium is outdated. Leagues aren't under that restriction, but Sanctioned Tournaments are. You must wait until the 3rd Friday after Karen's release to play it in Tournaments.
