Ruling a question about platinum blissey.

more specifically, its nurse call pokebody, it says i can discard a card from my hand, if i do, remove 2 damage counters from 1 of my pokemon, i just wonder, if my pokemons have no counters, can i use the pokepower? and what if i have only 1 dmg counter?

yes,
1 it say UP TO 2 damage counters
2 If you use 1 effect of a card or power you don't have to use the rest, but only in order, so you cant just remove without discarding

well, the card doesn't say "up to" which is what has me wondering, i'll update the first post with the card.
