Ruling A question about super Rod

so at states I was playing a mageel player. During the match (sometime in the mid game) he played down a super rod and got his only 2 pokemon and one of his electric energy back into the deck, however if he left the electric energy in the deck he would have done better against me. As a result he lost, I asked him why he didn't just grab the pokemon and he answered "If possible you must get 3 pokemon/energy" :/ I was wondering if that was true or not here's a pic of the card:

Based on the wording, It says to shuffle 3 cards back in the deck, you must then do so, or do as much as you can to fulfill what the card says.
thus if u do have 3 cards in combination of pokemon and energy, u must take 3 and put them back. if you only have 1 pokemon and 1 energy, u must put those 2 cards back.

Unless the cards wordings say "up to 3" you must put back as much as possible that the card calls for
