If my opponent goes first he cannot evolve first turn because he just laid thos basics down. However if i go second, do i get to evolve my basics? To clarify, I'm talking about evolving my basics on the second turn of the game but it is still MY first turn, after i have drawn seven cards. In other words, my friend and i draw seven cards and lay down our basics. My buddy "Ted" wins the coin toss. He goes first. Then he ends his turn, and i begin my first turn of the game, since i laid down basics before the beginning of his turn, can i now evolve them?

No you can't evolve on your first turn ether. Unless you have a Rare Candy and your second to go.

No, both players are not allowed to evolve on their first turn of the game. The only way to get around this rule is if your Pokemon has an item attached to it (like the SW Duskull with Reaper Cloth) or by going second and using a Rare Candy.

Even with the item Reaper Cloth you can't evolve him if Duskull is the Pokemon you started with or if he was on your bench when you flipped your Pokemon over. Because you haven't played Duskull down yo can't use his item.

^I'm afraid that was changed. You can evolve if you start with Duskull/Murkrow/Clefairy.

Dusk Stone (Murkrow - Secret Wonders)
Q. Does Duskull's "Reaper Cloth" item, or Clefairy's "Moon Stone" item, or Murkrow's "Dusk Stone" item let you evolve on the first turn of the game?
A. Yes, they do. Duskull, Clefairy, and Murkrow can be evolved during the first turn of the game, even if you put them on your Bench or as your Active Pokemon during setup. (Nov 15, 2007 PUI Rules Team)

Great so I was told the wrong thing. That would have helped so much against some decks.

^^ I feel you on that one.

Another way to get around this ruling was if you had a Pokemon who's attack or Poke-Power allows you to evolve. Such as Phione MD's "Evolutionary Wish" or Torterra SF's "Sunshine Song". But keep in mind that with these attacks or PokePowers, you are not allowed to skip a stage as you would be able to with Rare Candy.

And if you want to go back further into the format, Wally Training (a Supporter card) allows you to evolve your Pokemon to the next stage.
