Ruling About leafeon

In the set rising rivals, for the leafeon if i have a sceptile out and i attach will i recover 4 damage counters or 2?
 
This is an unreleased set in the USA, so the ruling is not confirmed.

However, when you read the card it says "...whenever you attach Energy to your Pokemon from your hand..." meaning that even with Sceptile out, it should only count once, since it doesn't matter how much energy was attached, but it was attached in a single instance.

thing is, the ruling with shaymin+dawn stadium was also changed, and so is the ruling with blastoise and it, and with shaymin/blastoise+ forretres, also, it's confirmed that shaymin's attack doe 40 damage for each energy attached if you have sceptile and attach them to a grass pokemon.
 
Leafeon RR says "whenever you attach energy". Unless this is a mistranslation, it means any amount of energy. Otherwise it would say "whenever you attach an energy".

Huh? I'm very sure if you attach an energy to a {G} Pokemon with a Sceptile and a Dawn Stadium out, you only heal one since it counts per "Energy Card." The Shaymin part is irrelevant since it talks about "Energy" NOT "Energy Cards."

Even with Sceptile, the instance counts once and thus the 2 damage counters are only removed once, not twice.

And again, this is speculation from someone that has no power over PUSA rulings.
