Other than the Pokemon lineup, the deck looks super solid. I would drop an N and the Skyla for 2 Cynthia. And because the deck doesn't play Tapu Lele-GX, I would take out Brigette, and 2 cards for Brooklet Hill. Brigette is only really solid turn 1, where you are relying purely on luck that you draw it in your opening hand. Brooklet Hill works as a counter to Parallel City, while being a more consistent option for setting Pokemon up, because it isn't a supporter, meaning you can still Sycamore T1 and get Pokemon out of your deck to bench them. It's probably also a good idea to swap Alolan Sandslash for Octillery or Zoroark-GX, since the difference in draw power is a heckin lot, and can be game changing. Glaceon can definitely go down to a 2-2 line, since It's not all that important, because the deck really needs Espeon-EX to devolve Pokemon, which is why Tapu Koko is played (20+Ice Blade=70), because It's great when you can take out your opponent's entire field with enough setup. It's also a strong point to Glaceon-GX, being able to ability lock and chip into big boys and hit their bench enough to eventually devolve them for important prizes. Yes, it is a gimmick, and gimmicks don't typically work very well, but Espeon is a gimmick that plays and factors into some very important matchups.

Yeah, sounds great! Might keep the Aqua Patch and drop something else. TBH the deck only needs 1 Alolan Ninetales(the non-GX) since the GX is your big, main attacker. There's a lot that can take out the baby Ninetales, so It's more of a slight inconvenience to your opponent rather than an actual problem.
 
I go 2-2 with baby Ninetales and regular in the list I play. Sandslash isn't needed period. Either use Zoroark GX or Octillery for draw support (Zoroark being preferred). Another good card is Cyrus Prism Star, especially with Zoroark being a thing. You run Glaceon and Ninetales so it works great since Cyrus only technically works with a water Pokemon being in the active.

In terms of Glaceon, I am not that big of a fan of it. Love its ability and its attack but that metal weakness sucks and your main focus of the deck is already weak to metal so Dusk Mane Necrozma/Magnezone will eat you alive. I would drop it down to 2-2 and add another Tapu Koko or a Latios from SHL (hits for weakness against Buzzwole) and maybe a Palkia GX.
