3 regular Ninetales and 1 GX? Sure you're stalling on EX/GX decks, but it will be an auto-loss against all decks which have enough non-EX/GX Pokemon as well, like Volcanion, Garbodor, Tapu Koko promo, etc.

Against such decks, you only have 1 Alolan Ninetales GX then, if it's prized you have none. Normally 2 Tapu Lele GX could save you as attackers if you can't first your main attacker, but since TS doesn't have Tapu Lele GX as well, I think you can't play 3/1...

As tips, I would remove Oranguru and get another Octillery, I think a 2-2 line is far better than the 2-1 line with 1 Oranguru. I also wouldn't play Sudowoodoo here (personal opinion). I think one of the reasons (M Rayquaza EX) is gone, so it's not that important anymore.

I agree with 4 DCE and 8 Water energy instead of 3/9.

I think I'm missing a lot a draw support as well. You may run more Sycamore, and N. I see you chose Shauna, but I would pick N over Shauna then.

What do you mean with "2x Change"? Switch? Then I would choose Guzma, which is way better. And Tapu Koko promo has free retreat so will help as well.

If you have Delinquent, it's the better option over Pokemon Fan Club. 1 should be enough, since you have 3 Stadiums and 4 Ultra balls which will help you find Pokemon as well.
 
I think 3/2 GX/regular split is best. allows use of your main attacker throughout the game, even if one is prized.
 
You may want to think about adding Manaphy EX for it's Aqua Tube ability. You would only need one energy instead of two to retreat in a case where you are stuck with Octillery as the active pokemon. It also allows you to set up a Ninetales on your bench and be ready for when you discard after using Blizzard Edge. This would also free up space because you wouldn't have to rely on the 2 Change (I'm assuming this is supposed to be Switch).

I also have Glaceon EX in my deck, but I haven't re-worked it since Burning Shadows came out so I'm not sure if I will be keeping them or replacing them with the non-GX Ninetales. Crystal Ray is a nice way to stall your opponent if they are playing a deck with evolution, but it's not that heavy of a hitter if your opponent has all basics. This would be personal preference and probably dependent on your local meta.

I agree with the suggestion to run 2-2 Remoraid/Octillery. This gives you less of a chance of prizing one and being without the draw support.
