Altaria can't do significant damage on Salamence and Salamence moves first. Salamence would easily get through Altaria's Defense with its high Physical Attack. So it's Salamence.

I say Altaria. You get it sooner in the game, Salamence relys on it in the card game. It's cooler, and it's not overplayed. Plus it was a cooler idea.
