If it's some sort of law about kids and gambling, Lille in France has held regionals for a number of years now with no real issues, along with a whole bunch of other countries in Europe [Spain, France, Portugal, Italy, the UK, Germany, the Netherlands, Sweden all just last year] - and this isn't the sort of law that changes between different cities.

It is definitely more than possible to have another Worlds in Europe. There may be fewer options due to gambling laws, but TPCi definitely had options. And since TPCi decided to have three straight Worlds in the US, the very least they could’ve done was put Worlds 2025 in the eastern part of the country.Can't really have worlds in euro most city's don't allow it due to rules for gambling n kids.
