I think so. although i know milotic sounds and looks very good on paper, it actually isn't hugely good in the actual game. Unless your opponents hand is completley clogged with supporters, then it simply has no effect, and your opponent can use up them on the turn drawn to prevent you using them. however, it does perform something else very well, which is to see your opponents stragy and plans each turn.i played it in few practice match, and it didnt get enough supporters, simply because my opponent got wise and played them on the turn they drew them. but, it did allow me to get round and counter all "surprise moves" (such as candys, boost energy etc).
I love the new nidoqueen card however, it is simply beautiful. A top notch power, high hp, a boostable strong attack and steel type, im sure this card will see many decks to come.
I do think new stage 2 ex decks will be able to keep up wth basics, only just. i currently play walreign ex/weezing liability deck, and flariados is my main problem. but its often the case that you can "catch up" the damage and prizes that your opponent takles, as stage 2 ex's are that much stronger. matches normally run against the deaded flariados that they take a nice lead (say 3 or 4 prizes), but i then wipe the field clean with a brrage of unfairly tough walriens. i think this will probably be the case for other similar stage 2 ex's aswell.
oh and about the release of d/p, i think it will unfortunatley cripple alotof ex decks, only the best ex's willl be able to hold their ground. look how much stronger the new cards are! the new stage 2 starter grass pokemon (im sorry i forget his name) has 140hp..thats ex matierial!yet he is only worth 1 prize... and the supposedly "weedy" basics (stage 2 starter pokemon for example) have 60 hp! ..it will certainly make things tougher
