and do you know how to get the key to get in to the place on the outside of waza HQ that is locked
 
But I don't know where it is. Is it a Cyber Core that you are trying to access and is locked? Or is it in the Real World in Waza HQ?
 
Hm... I know you are done with the main story, and I don't think there is any other key to get... You have the Dealer Key and the Waza Key, right?

EDIT: Yes, he does have both of the keys.
 
do you mean the mini satelite on the right side of the wave road just walk to the place where it says acsess and if you have the joker card/key it will open.

no it is a thing you enter through the outher side of the biulding but it's close to there
