Ruling Arcanine question

Is Arcanine the only legendary pokemon to be printed as a uncommon card? And Arcanine also has a basic form (growlith), does this make sense? is Arcanine really legenday?

Arcanine isn't legendary. It's classified as a legendary, but it's not a legendary per normal means. I suppose it comes from the fact that many "legends" were constructed around it.

Unown, Phione and Rotom are consider half-ledgends by most people. Arcanine is in no way, other then a typo, a legendary.

Isn't it the legendary pokemon though? lol. Its not a legendary, but I believe its based on some god.

Arcanine's type is "Legendary". Although it is not legendary, much like Gyarados, originally, they both were going to be Legendaries.
