Poke-Power: Choose a Basic Energy Card attached to Arceus, until the end of your turn Arceus is that type, etc.

And the plates could be released as type-specific Strength Charms with the bonus for Arceus that they'll turn him into the type he wants to be.

No. If it is released as a card, it will have a Poke-Power or Poke-Body, that will allow it change type. (Remember Kecleons and Ninetales MT? Why nor Arceus?) Or it will be plain normal type.

One good option is to release Arceus as a special promo card. As well as Sheymin could be. I could easily imagine Sheymin being released as a movie promo card.

Actually they could because if they are not on Arceus then they boost the power of the type of the 16 plates and they would be released as supporter cards.:)

IMO it would still be a waste of space :/ Same as if Arceus was released like Deoxys with the ability to suffle itself in to your deck and bring out a new type of Arceus. That would take up 8 pokemon card slots in the set!
 
I think that Arceus should have a Type Shift thing similar to a Kecleon. Mewstor is right.
 
the plates doesn't necessarily have to belong to arceus. in the game, the plates not only change arceus' type, it boosted attacks of that type. so maybe they will be released, not only for arceus, but they(maybe) can boost attacks from pokemon of type.

They could be released as promos so they don't take any set space or they could do a few in the future sets to come. For example. They could release 4 plate cards in one set and 4 more in the next set and so on until the 4 sets are released.:)
 
If think that the poketools will make it diferent type
like one dragon tool, with any move, any energy cost of any type, like this xD
 
Arceus in the game have plates. Why not in the TCG? I think it would be fair if they have them in the TCG as well. They would have to be released a rares because they are rare in D/P.:)
