Are Black Star Promo Cards Standard Legal?

I've just gotten back to TCG after quitting during the EX era. I have built a deck but it contains promo cards. Does that mean they are not legal in the standard rotation since they are inherently not part of any given expansion sets?
 
Promo cards function just like regular cards for legality, so good news! For the 2017 season (the one that started Sept 1), all XY promos with a number 36 or higher are valid for play in Standard. For Expanded, all promo cards from either the BW or XY series are legal.

Just to be clear, the Black Star Promos have series which are a bit like sets. They are generally referred to as
  • WotC Black Star Promos
  • Nintendo Black Star Promos
  • Diamond & Pearl Black Star Promos
  • HeartGold/Soul Silver Black Star Promos
  • Black & White Black Star Promos
  • XY Black Star Promos
They use different numbering patterns, but to avoid confusion I'll stick with what is legal for Expanded and Standard. Black & White series Black Star Promos all have a "BW" in front of the number in the corner. XY series have an XY.
