Are/Why [are] stickers legal?

I pulled a Darkria #3 today, but it is a sticker. Its upper left corner has a little bit coming off the card, and there is a small air pocket near the bottom. Are/Why are stickers legal?
 
Did it come out of a pack?Sounds like you got a fake but I have no idea.

Several cards are "stickers". To test, I ripped the "sticker" of a Night Maintenance (holo). Underneath was a shiny surface. The NM was Transparent in some parts, allowing the shiny part to show through the sticker. I had a friend with something like this, only a Blaziken PK. These are not fakes, they are just cards that didn't fully get printed.
I have some cards that the sticker is up a little at the edge, but as long as it is in a sleeve, it is OK.
 
If you've bought an original pack, it's normal. Pokemon has been doing this since base set. It makes cards holo by adding an extra layer of glittery stuff.
 
It was a normal pack from a LGC. I thought that the cards were printed just as I would print something out of my printer. All of the other cards in the pack were normal. Why do they make stickers if they can just print it??? Why are only holo stickers?
 
You can't print holo cards. Ink ain't glittery. So they put a holo piece of plastic under the card and print the card itself onto a piece of see-through plastic. The holo will shine through it thus making the cards holo.
 
Sometimes, the machines do not compress the "stickers" and the cardboard together properly, so, the stickers can be peeled off some cards.
