Ruling Armaldo and his Poke body

If Armaldo would be damaged by an attack prevent that damage if it is 60 or less.

Does this also affect the placing of damage counters?
Like Gengar's Shadow Room?

I would say that placing Damage Counters is an effect of an attack thus evading the Pokebody in this instance.
