That's pretty much it. You're there to lock them active until they die. A tip I like is using Catcher before they die in order to Paralock another poke, and then Blizzard for 2 EX KOs if they use 170 HP EXes.

Hypnotoxic Laser is very useful to an absolute must in this deck. You can use the poison to KO an opponent's Pokemon at the end of their turn, immediately allowing you to paralyze something new without letting them get an attack off. Virbank helps you play with the numbers a little more, but there aren't too many situations in which its necessary so you can opt not to run it (and always run other stadiums so you can trash an opponent's Virbank or your own when it would screw up the KOs).
 
My problem with hypnotoxic laser is that it ruins consistency and takes up too many slots to really be worth it. You already have a slow start, why slow it further?

I actually realized that Klinklang isn't a huge threat to me since Cobalion EX doesn't hit for weakness with its second attack. I actually am running a couple of hammers to mess up their setup and catchers to make sure I kill off Cobalions easily.

Articuno the only attacker in here? or is there another thats viable? and what does everyone think about Garbordor PLS Biosmog? worth a slot?

Not worth it. Kyurem or Hydropony are possibilities, but it is already a tight list.

I personally think Biosmog Garbodor would be really good if you decide to run Hypnobank for math manipulation like DV Suggested (I highly recommend). It helps stall while you set up another Garbodor, can build up damage, and gives your opponent something else to target down.

However, I don't think this salvages the real bad part of this matchup: Righteous Edge. They remove your Plasma Energy, and you'll need to either run Recycle or use an attacking opportunity to garbage collection one back on your deck. Just hope to hit the T2 Frost Prison on a Cobalion (Even without Garbodor, for you still paralyze even if Plasmaklang's out (Blocks Damage))
 
Deoxys nailed it. Edge is what is going to kill in this matchup because without Plasma Energy, you're going to have some issues. There isn't really a way to remedy that, so just focus on consistency and hope you get a faster set-up than them.
 
Ok, so I've been testing this deck type and come to some conclusions of my own:

-Hypnotoxics+Virbank are very beneficial for those without Pokémon Catcher. With Catcher it's still okay, but not as important
-Kyurem NVI is a great sniper, especially against decks who can switch in/out at will

-Even with Plasma Energy/Colress Machine, energy acceleration can be slow. Any pointers?
-Using Recycle/Hammers starts to really rely on luck, and luck isn't something you want to rely on. Is it worth running hammers instead of other cards?

Use Skyla to get colress Machine and Scramble Switch when your rdy to switch out with your starter. Starter pokemon like victini+victory piece you wont need energy and will work with Kyurem
 
You would still need Prism Energy for Victini. Even with 4 Skyla, getting your Ace Spec T1 is not something I would want to rely on.

I don't know if someone already posted this but since you run a plasma pokemon with plasma energy, just run plasma frigate to get rid of the weakness.
